5.10 No targeted subsidies, incentives, or penalties
The NDP forbids:
- industry‑specific subsidies
- region‑specific grants
- income‑based rebates
- targeted tax credits
- penalties aimed at particular behaviours or groups
This collapses the entire architecture of “policy levers” governments currently use. Only universal mechanisms remain.
