17 Base vector time

A working set records a base vector time. This is a repository vector time. All changes recorded in the working set are implicitly relative to the base vector time. When the changes in a working set are committed to a repository, all the changes are compressed into an atomic operation as far as the repository in concerned. After committing as an atomic operation, all the changes in the working set are cleared and the base vector time is advanced.
