Article II: Purpose

  1. The State exists solely as a service platform for the voluntary provision of public services. It holds no inherent sovereignty and possesses only the powers expressly delegated to it by this Constitution.
  2. The purpose of this Constitution is to secure individual liberty, protect property rights, and ensure that all public functions operate through rule‑bound mechanisms rather than personal discretion.
  3. All institutions of the State shall act only through processes whose rules are open, deterministic, and equally binding on all citizens.
  4. All interpretation and application of this Constitution shall be guided by these purposes, and no institution of the State may act in a manner inconsistent with them.
