Article III: Constants
This Constitution is parameterised by constants defined in this article. Only values that are fixed by this Constitution and not subject to democratic variation may appear in this article. These constants may be amended through the standard constitutional amendment process.
Section 1: General constants
| Constant | Value | Description |
|---|---|---|
| \(R_{\mathrm{svc}}\) | 0.30 | The fraction of each tax-inclusive monetary payment allocated as consumption tax dedicated to funding public services. |
| \(R_{\mathrm{ubi}}\) | 0.20 | The fraction of each tax-inclusive monetary payment allocated as consumption tax dedicated to funding the Universal Basic Income (UBI). This establishes the degree of redistribution from higher‑consumption to lower‑consumption citizens. |
| \(f_{\mathrm{start}}\) | 0.50 | The base UBI weighting for children from birth. |
| \(a_{\mathrm{ramp}}\) | 13 | The age at which the UBI weighting begins to increase linearly. |
| \(a_{\mathrm{adult}}\) | 18 | The age at which a citizen reaches full UBI weighting (1.0). |
| \(\rho_{\max}\) | 2 | A positive integer that is the maximum score that may be assigned by citizens to initiatives and public services. |
| \(\omega\) | \(k \mapsto k\) |
The weighting function applied to positive scores in the hybrid allocation algorithm.
This function determines the relative influence of each score level.
A value of null indicates that no weighting is applied and the algorithm
uses the unweighted allocation rule (often described as ‘water‑filling’ in the literature).
|
| \(\lambda_{\mathrm{jud}}\) | 0.60 | The minimum fraction of accredited judicial services that must concur for a ruling to be adopted as the official judicial determination. Only services that issue a determination are counted when evaluating this threshold. |
Section 2: Derived constants
| Constant | Value | Description |
|---|---|---|
| \(K\) | \(\{ k \in \mathbb{Z} \mid -\rho_{\max} \le k \le \rho_{\max} \}\) | The full voting score set. Voting scores are integers ranging from \(-\rho_{\max}\) to \(+\rho_{\max}\). This set is fully determined by the base constant \(\rho_{\max}\). |
| \(K_{\ge 0}\) | \(\{ k \in \mathbb{Z} \mid 0 \le k \le \rho_{\max} \}\) | The non‑negative voting score set. Used in contexts where only positive support levels are relevant. Also derived directly from \(\rho_{\max}\). |
Section 3: Threshold constants for initiative registration
Three constants determine whether an initiative is registered, based on the voting on it:
- \(\lambda\) : the minimum fraction of non‑zero votes in favour.
- \(\eta\) : the minimum number of resident‑citizen votes required.
- \(\chi\) : the minimum turnout, expressed as a fraction of resident citizens.
The values of these constants depend on the kind of initiative as follows:
| Type | \(\lambda\) | \(\eta\) | \(\chi\) |
|---|---|---|---|
| Service contract | 0.5 | 10000 | 0 |
| Law | 0.6 | 0 | 0.01 |
| Constitution | 0.7 | 0 | 0.65 |
